Unsure about

Head hunter

 This is a small piece just found recently and were not sure what it is exactly. Could use some help if anyone may have any idea. Measures about an inch and a half tall and has some rough groove in the middle of stone all the way around it.  This is a picture of stone:

Interesting shape. I can't see details in picture. Does not have same shape and notches are in wrong location to be Waco sinker (which most would agree, we don't know true function, for sure- just speculation). bolo stones are usually round or oval. The maker worked hard to form hour glass shape. Only other ideas I have, other than previous suggestions, are net weight, atlatl weight, or spool for string/ thread. This is part of the fascination- not knowing true function of artifacts. Thanks!
